Namun, jumlah Penilai Pertanahan masih belum memadai dibandingkan dengan kebutuhannya. Diharapkan, semakin banyak penilai yang terjun ke bidang penilaian pertanahan untuk mendukung pembangunan nasional.<\/p>\n<p>Hal tersebut diungkapkan Direktur Penilaian Tanah dan Ekonomi Pertanahan Kementerian Agraria dan Tata Ruang\/Badan Pertanahan Nasional (ATR\/BPN) R. Agus Marhendra, A.Ptnh., M.Si., CPA di Bogor, Jawa Barat, Kamis (30\/11\/2023).<\/p>\n<p>\u201cJumlahnya memang masih sangat kurang dibandingkan dengan kebutuhan pembangunan,\u201d ujarnya di sela acara Evaluasi Kegiatan Pembuatan Peta Zona Nilai Tanah (ZNT) Tahun 2023 dan Pembahasan Rencana Kegiatan Tahun 2024. Saat wawancara, Agus Marhendra didampingi Kepala Subdit Pengembangan Penilaian Tanah, Jatmiko.<\/p>\n<p>Saat ini, jumlah Penilai Pertanahan yang memperoleh lisensi dari Kementerian ATR\/BPN sebanyak 384 orang. Artinya, masih kurang dari 50 persen dari jumlah Penilai Publik yang mencapai 824 orang. Sementara itu, menurut Agus Marhendra, dari 384 orang Penilai Pertanahan tersebut, sebagian besar terkonsentrasi di wilayah Jakarta, Bogor, Depok, Tangerang, dan Bekasi (Jabodetabek).<\/p>\n<p>\u201cSudah jumlahnya kurang (Penilai Pertanahan-red), kebanyakan masih terkonsentrasi di wilayah Jabodetabek dan ada sepuluh provinsi yang tidak ada Penilai Pertanahannya. Mereka kalau mau melakukan pengadaan tanah bingung karena tidak ada Penilai Pertanahannya,\u201d jelas Agus Marhendra.<\/p>\n<p>Agus Marhendra menyebut, 10 provinsi yang tidak ada Penilai Pertanahannya adalah Papua Barat, Maluku Utara, Gorontalo, Kepulauan Riau, Bangka Belitung, Sulawesi Tengah, Sulawesi Barat, Sulawesi Utara, Kalimantan Utara, dan Sumatera Barat.<\/p>\n<p>Karena dari segi jumlah masih kurang dan penyebarannya tidak merata, menurut Agus Marhendra, daerah sering mengalami kesulitan mencari Penilai Pertanahan saat melakukan pengadaan tanah untuk pembangunan infrastruktur. \u201cAgar proses pembangunan berjalan optimal, kita perlu Penilai Pertanahan lebih banyak lagi,\u201d tegas Agus Marhendra.<\/p>\n<p>Untuk memenuhi kebutuhan akan Penilai Pertanahan tersebut, menurut Agus Marhendra, Kementerian ATR\/BPN telah menerbitkan Peraturan Menteri (Permen) Agraria dan Tata Ruang\/ Kepala Badan Pertanahan Nasional Nomor 17 Tahun 2022 tentang Penilai Pertanahan. Melalui Permen ini, Kementerian ATR\/BPN membuka ruang bagi Penilai Properti Sederhana (PS) untuk menjadi Penilai Pertanahan.<\/p>\n<p>\u201cSebelumnya, yang boleh menjadi Penilai Pertanahan hanya Penilai Publik dengan klasifikasi bidang jasa Penilaian Properti. Sekarang, Penilai Publik dengan klasifikasi Bidang Jasa Penilaian Properti Sederhana juga bisa. Ini dimaksudkan untuk memenuhi kebutuhan pada pengadaan tanah skala kecil,\u201d kata Agus Marhendra.<\/p>\n<p>Karena itu, Agus Marhendra berharap baik Penilai Publik dengan klasifikasi penilaian properti maupun penilaian properti sederhana yang belum menjadi Penilai Pertanahan ikut berkiprah dalam bidang penilaian tanah. Sebab, peran dan kontribusi penilai dalam mengakselerasi pembangunan nasional memang sangat dibutuhkan.<\/p>\n<p>\u201cBelum semua Penilai Publik mau menjadi Penilai Pertanahan. Bahkan, yang belum lama ini diwisuda atau dilantik sebagai penilai bersertifikat, yang jumlahnya sekitar 60 orang itu, diharapkan bila sudah menjadi Penilai Publik segera mendaftarkan diri menjadi Penilai Pertanahan.
